Router Freedom is a cornerstone of digital self-determination: users should be free to choose and use their own router or modem instead of being forced to rely on provider-supplied equipment. In Europe, this right has been recognized for years, but implementation has been uneven, with national exceptions and regulatory fragmentation weakening real user choice.

This talk will explain the current state of Router Freedom in Europe and why the upcoming EU's Digital Networks Act (DNA) could be a decisive moment. FSFE has recently called for a strong and consistent EU-level protection of Router Freedom, warning that non-binding guidance and fragmented national interpretations have not been enough to guarantee this right in practice. It will outline the legal and policy context, the recent developments around the DNA, and what a harmonised framework should look like to protect end users across all member states.
